Q1: Why don't you work on contingency? Other consultants do.

A: Per FAR Subpart 3.4, contingent fees for securing federal contracts are restricted to “bona fide employees” or “bona fide established commercial selling agencies” — narrow categories that most consultants don’t legally qualify for. When a “consultant” tells you “I only get paid if you win the contract,” they’re often setting you up for an audit problem you’ll have to defend. We charge flat fees so your contracts stay clean. It’s the only ethical way to do govcon consulting at scale.

A: Three main types: (1) Small businesses trying to win their first federal contract; (2) Existing commercial businesses (suppliers, manufacturers, service providers) who want govcon revenue but don’t want to manage SAM, bidding, or compliance; (3) Established federal contractors looking for AI automation, pipeline systems, or proposal support.

A: It depends on your starting point. If you’re already SAM-registered with NAICS dialed in, your first state/municipal win is usually 60-120 days out. First federal prime contract: 6-18 months realistically. Subcontracting opportunities can move faster. We’re honest about timeline because we live it ourselves.

A: No. SAM registration is one of the first things we do together in the Foundation package — that’s what most clients hire us for first. It’s free to register; the work is in doing it correctly so it doesn’t get rejected.

A: Yes. Govcon consulting is fully remote. We’re based in Tulsa but our clients are everywhere. State and municipal contracting work tends to be regionally focused (we know Oklahoma, Texas, Kansas, Arkansas, Missouri best), but federal-level work is location-independent.

A: No. Minova is an independent govcon consultancy. We’re not SBA employees, PTAC counselors, or APEX Accelerator staff (those are free public resources you should also use). We’re a private firm that works alongside those resources to give you faster, customized execution.
